Rieti REMS

The Rieti Residence for the Execution of Security Measures (from now on “Rieti REMS”) is a specialized facility established in 2021 within the Italian healthcare and judicial system to accommodate individuals who have been found not criminally responsible for their offenses due to mental health conditions but are still considered a potential social risk. REMS facilities represent a significant evolution in how Italy manages this population, following the closure of the large
forensic psychiatric hospitals known as Ospedali Psichiatrici Giudiziari (OPGs) and comprehensive legislative reforms aimed at promoting therapeutic care over mere containment.

SMALL-SCALE

Rieti REMS can accommodate up to fifteen people (only males). They are all living together in one house. The building includes private rooms for residents, shared areas for communal activities, a canteen, and a designated space for in-facility visits. There are also two outdoor areas equipped with sports fields, along with recreational rooms, a small chapel, a garden, and dedicated spaces for residents who smoke.

DIFFERENTIATION

The target group of Rieti REMS are male adults who have been found not criminally responsible for their offenses due to mental health conditions but are still considered a potential social risk.

Daily life at the Rieti REMS is characterized by a therapeutic approach that focuses on treatment. Each resident follows an individualized care plan created by a team of psychiatrists, psychologists, nurses, social workers and rehabilitation specialists. Residents at Rieti REMS participate in a variety of activities that promote both their mental and physical well-being. Most activities are optional unless they are part of a resident’s specific treatment plan. This flexible structure allows residents to participate in a way that suits their needs and pace, while promoting reintegration and personal growth in a supportive environment.

COMMUNITY-INTEGRATION

Residents have opportunities to leave the facility in small groups, usually two or three people, to take part in planned outings in the city. These activities may include visits to cultural sites, nature excursions, or everyday tasks like shopping. Such experiences are meant to help residents gradually build confidence, practice social skills, and develop independence in everyday life. These moments also allow staff to observe how individuals navigate social situations outside the facility.
